The Policy allows wrapping below window only (as per WhatsApp conversation, I am yet to go in details).
In this particular case full coach including power car were wrapped.
Issue is wrt to mechanical/rolling stock, in this particular case there was no opposition from rolling stock side. whereas in suburban emu the matter has been pending for over an year.

- Sr DCM has full powers in NFR.
- ADRM/DRM approval can be taken.
Also wrt to wrapping its mentioned that full wrapping is permitted and 70% visibility has to be there [ I will check all these details some other day/night].
There is confusion wrt to wrapping
CRBs letter is for all types of coaches but not mail express,but ADI did it and now BCT also Pune. Getting permission from Mechanical was crucial.
So, the verdict as of now is that there is no policy change wrt to full wrapping and this was a special case.
GGM IRCTC might be pursuing for policy change.
[P.S.: when one division is able to get permission that should be used as a precedent and should be done. Also that example can be sent to Board and get policy modified asap].

Charges:
Haulage charges goes to CTPM.
Vinyl charges to Commercial.
Catering, Security and Housekeeping charges to IRCTC.

Special train Ex MMCT-NDLS on 16.10.2019, by Western Railway (Train No. 00907) on FTR for IRCTC/WZ.
Composition:
1 LFAC, 3 LACCW, 1 LWCBAC, 2 LWLRRM, 1 LZAC = 8 LHB Coaches.
Rake formation and maintenance: MMTC
Empty Haulage charges as per FTR norms for empty rake movement.
Crew and Guard arranged by respective divisions.
