Detailed procedure for procurement of Computers for Office.

Process of PC Procurement On Additional Account

1) Approval of competent authority as per Model SOP Power.
2) Obtain Technical Clearance from EDPM of the division
3) Proposal send to Accounts for seeking of concurrence
4) After concurrence, obtain Sanction as per model SOP power
5) After completion of this process, fill E-Demand and send to stores for procurement

1) Obtain sanction of BO for condemnation
2) Approval of competent authority as per Model SOP Power.
3) Obtain Technical Clearance from EDPM of the division
4) Proposal send to Accounts for seeking of concurrence
5) After concurrence, obtain Sanction as per model SOP power
6) After completion of this process, fill E-Demand and send to stores for procurement

When I joined as ATM Planning, Baroda House. First thing I noticed among many was that computer’s were real old and in really bad shape. Shockingly the name of company of those computers was something which I never heard off.

Then came a bigger shock, after few months some 10 computers arrived, the letter for their procurement was made 1 year ago.

I was happy that they were at least HP, and looked good, but it was short lived as they turned out to be pathetic to say the least.

The processor was i3 that too not the higher end, frequency was low and L2 cache 🤣

Anyways my point here is that they can’t even open 5 tabs in browsers this will hang the system, boot up takes 5-10 minutes. MS Office was not installed. Its like we wasted the money on the dump which HP had to sell.

Two issues are involved here:

The knowledge of Officer’s signing the file in the end.
2. How few divisions are able to get the best stuff not just computers but many other things.

Clearly we are lacking in knowledge as far as procurement etc are concerned.

So I talked with many seniors and came to know that Sr. DOM Bhusawal @swapnil2011 Sir has procured computers for his staff with better processor.

I have requested @swapnil2011 Sir, to write a post regarding the procedure, and he agreed to write it soon.

The procurement can be done on two basis
Replacement account and
Addition account

Replacement account starts with condemnation of the previous PCs with condemnation note. Which should look like

Some practical tips apart from rule position:-
1) please try to get your stores record updated and you will stumble upon many unaccounted material including large number of pcs physically available with you without any trace on ledger
2) Don’t get worked up on this. Please try to find the oldest person looking after stores for you and he/she will get it untangle for you
3) try to find something which you can condemn and show it to be not condemned in past. Nowadays sanction for condemnation is with JAG. So it’s all easy to get it done. But ensure that same is not condemned in past.
4) Any replacement account proposal easily float through.
5) computers on additional account can procured under drms and phods power. Please remind them and your good books with them and others lazy nature can help you.
6) once procurement is planned for replacement/additional account. Please do have fund allotted for them and ensure the delivery of them within your fund availability
7) planning for fund is separate issue altogather may be left for another thread. But please noteo overdraft on funs with your good equation with sr dfm will not bring heavens down. Trry to exaust funds under pu 32 - direct procurement as quickly as possible. Not later than September. Ask additional ib August review.
